[ TransCor Frequently Asked Questions ]

1. WHAT AREAS OF THE COUNTRY DO YOU COVER?
TransCor operates a hub and spoke nationwide ground network that allows us to transport prisoners coast to coast in an average of five business days. TransCor also operates comprehensive in-state operations in California, Texas and Florida. Additionally, TransCor regularly completes prisoner transports between the continental U.S. and Hawaii, Alaska and Puerto Rico via the air.

While TransCor does provides service nationwide, the company does charge a surcharge on moves into and out of eight states that fall outside our core service area. To learn more about these states and the corresponding surcharges, please feel free to contact a member of the Government Relations Department.

2. WHAT IS YOUR TRANSPORTING AUTHORITY?
U.S. Code title 18, section 3182 Extradition Act. TransCor's agents, under this law, have the same authority as any officer of a public criminal justice agency performing a prisoner transport. The transportation agents are authorized to take custody, transport, and house prisoners en route to the requesting agency. This does not authorize arrest powers or any endorsement as a law enforcement officer other than with respect to prisoners within our care, custody and control.

3. DO YOUR AGENTS HAVE ANY LAW ENFORCEMENT EXPERIENCE?
All TransCor agents must have a minimum of two years of experience in law enforcement, corrections or the military. The average amount of law enforcement experience on TransCor's agent force as a whole is eight years.

4. DO YOU HAVE FEMALE AGENTS? DO YOU TRANSPORT FEMALES AND JUVENILES AND IF SO, HOW?
Yes, we do have female agents. A female agent is present whenever a female prisoner is being transported. TransCor is equipped to handle any type of prisoner transport, both male and female, adult and juvenile offenders at all security levels. We request special notice for prisoners with certain unusual transport and housing needs, including pregnant females and juveniles, due to housing restrictions. All juvenile offenders are transported outside our normal nationwide ground network.

5. HOW LONG HAVE YOU BEEN IN BUSINESS?
TransCor was founded in 1990 in Tennessee. In the early years, the company primarily moved prisoners from various states in the region. Today, we are part of a publicly traded company, have over 300 employees, and nationwide move more than 35,000 prisoners annually for more than 1,200 different agencies at the local, state and federal level.

6. HOW MANY PRISONERS HAVE YOU MOVED?
Since 1990, TransCor has successfully moved more than 698,000 prisoners throughout the United States and Puerto Rico for over 2,000 law enforcement and correctional agencies on the local, state and federal level.

7. WHAT IS YOUR SAFETY RECORD?
We take great pride in our safety record and maintain records on every vehicle that is driven by TransCor agents. All the vehicles in our fleet are equipped at TransCor's headquarters and the maintenance is either done by or overseen by TransCor maintenance personnel. The average age of vehicles in TransCor’s fleet is less than three years old. TransCor agents are rewarded semi-annually for maintaining an accident-free record for a consecutive six-month period.

8. ARE YOUR AGENTS ARMED?
All of TransCor's vehicles are equipped with a 12-gauge Mossburg shotgun. Each agent carries a pepper spray canister as well. In the state of Florida, TransCor agents are licensed to carry handguns, as required by state law.

9. DO YOU TRANSPORT HIGH RISK PRISONERS?
TransCor transports prisoners at all security levels. We treat all prisoners transported within our system as maximum security. Agents take proper security precautions with all prisoners and our vehicles have been modified to provide a highly secure transport vehicle.

10. DO YOU HAVE A DRUG TESTING PROGRAM?
Yes, all potential employees undergo a complete fingerprint-based background check and must submit to a drug test before being considered for employment. We also maintain a random drug-testing program consistent with Department of Transportation guidelines and company policy.

11. DO YOU HAVE TRAINING FOR YOUR AGENTS?
Certainly. TransCor is the only prisoner transportation company with a full-time training director on staff. TransCor's comprehensive, initial agent training program is 100 plus hours, and the practical application of the training continues after class as all new agents must successfully complete two trips under the supervision of a senior agent. Also, all TransCor agents receive an additional 40 hours of in-service and recertification training each year. Several aspects of both training programs are certified by nationally accredited agencies.

12. WHY DO SO MANY AGENCIES USE YOUR SERVICE AND HOW CAN OUR DEPARTMENT BENEFIT?
In the last two years alone, more than 1,200 law enforcement and corrections agencies, including most state departments of corrections, partnered with TransCor for transportation services. They each take advantage of the convenience, cost savings, insurance, and availability of the services. A simple call to 1-800-737-9190 can start your service today.

13. HOW DO WE USE TRANSCOR?

Call our toll-free number, 1-800-825-3320 and ask for a Director of Sales and Marketing. He or she can set up an account for you and give you a quote right there on the phone. You then have the option to call or fax in your order. Online ordering capabilities will soon be available.

14. DO WE NEED A CONTRACT TO USE TRANSCOR?
You do not need a contract to use TransCor for extradition services. In some cases, it is required by the county government that a formal contract be on hand, and TransCor operates at the discretion of the agency and honors all of the necessary requirements in place. It is worthwhile to mention that a contract can sometimes offer advantages in rates and discounts.

15. ARE ALL YOUR PRISONERS TRANSPORTED BY GROUND, OR DO YOU EVER FLY THEM IN COMMERCIAL AIRLINES?
The vast majority of the prisoners we transport are moved in our nationwide ground network, either in vans, buses or a combination of the two. There are special cases, what we call "flex trips," where we are requested to transport a prisoner that cannot be moved in our ground system. This usually involves a juvenile offender, a pregnant female, a prisoner with a health condition or a short deadline. Prisoners in this category may be flown on commercial aircraft with an agent escort. Arrangements for an air transport are made with the authorization and cooperation of the customer.

16. HOW DO YOU PRICE PRISONER MOVES?
Transportation rates are based on the one-way mileage from the point of pick-up to the drop location using PC Miler/STREETS Version 16.1 computer software program.

17. WHO ARE SOME OF YOUR CUSTOMERS?
TransCor's customers are county sheriff's offices, metropolitan police departments, county jails, district attorneys, state departments of corrections, juvenile agencies and regional jail facilities.

18. WHERE ARE YOUR OFFICES LOCATED?
TransCor's headquarters is located in Nashville, Tennessee. Regional offices are located in Rockledge, Florida; Taylor, Texas; and Banning California. A satellite office is located in West Palm Beach, Florida.

19. ARE ALL PRISONERS MOVED WITH HANDCUFFS?
All prisoners moved by TransCor agents are moved in full restraints (waist chains, leg irons and handcuffs). We interconnect prisoners for additional security. All agents are fully trained on the appropriate use of traditional metal restraints, as well as The Grip restraint system. The Grip is a fabric restraint system utilized by TransCor in various transport situations. TransCor takes appropriate security precautions with juvenile offenders and pregnant females, as determined by company policy as applicable to individual cases.

20. WHAT DO YOU DO IF YOU HAVE AN OVERNIGHT STOP WITH PRISONERS?
TransCor has agreements with local, county and state agencies as well as private facilities for secure housing arrangements. While in these secure facilities, prisoners have access to meals, showers and laundry services. The cost of any overnight stay is figured into the rate you are quoted when your order is placed. This is a convenience and a partnership we value.
