Managing Director, Fleet Operations & Compliance

David Spence joined TransCor America June of 2009 after having a long, successful career with Corrections Corporation of America (CCA). During the past 17 years at CCA David has worked in the following capacities: Corrections Officer, Safety Officer, Assistant Shift Supervisor, Safety Manager, Manager of Quality Assurance, Manager of Occupational Safety and Health, Manager of Safety Audits and then Safety Director. The past 11 years of David’s career in the safety and quality assurance arena has taught him the importance of safety and quality control.

David has more than 20 years of combined criminal justice and safety experience in the corrections industry. David is currently an authorized OSHA instructor, an auditor for the American Correctional Association and has most recently served a 5-year tenure on the National Fire Protection Administration Committee on Correctional and Detention Occupancies.

Elceria Skipper joined TransCor in November of 2006 as Director of Communications and Government Relations following a 20-year career in the travel and airline management industry. Sondra Pedigo

Sondra joined TransCor in 1997 as an Extradition Specialist and has held various positions in Operations. Sondra has been instrumental in assisting in the following areas; training new staff, expanding departmental responsibilities, changing the business format from extradition to define services, opening/overseeing new defines services.

Prior to joining TransCor, Sondra began working in the fields of corrections/law enforcement in 1989. Sondra worked as a correctional officer for the state of Kentucky then returned to her home town and held the position of deputy jailer at the county jail. Sondra was a member of the Kentucky Fraternal Order of Police and held the office of Secretary in 1996 and the office of President of the Glasgow, Ky. Chapter of the Fraternal Order of Police in 1997 prior to resigning from office to begin her career with TransCor.

Steve England joined TransCor America in 2009 following a 14-year career with Corrections Corporation of America. Steve started his career with CCA as a Correctional Officer and subsequently was promoted to Lieutenant, Safety Manager, and Maintenance Supervisor while at Metro-Davidson County Detention Facility. He was promoted from the facility to CCA’s corporate headquarters in April of 2003. There he held the positions of Manager of Quality Assurance Audits and Director of Facility Maintenance, where he oversaw maintenance operations for 23 prison and jail facilities throughout the United States.

In addition to his corrections background, Steve has extensive experience in law enforcement, public safety, fleet management/maintenance and comes highly recommended for his project management experience.

David started at Transcor as the maintenance Supervisor over the CA shop and later was promoted to the Fleet Manager position.

John H. Rodriguez
Director, QA, Safety, DOT and Loss Prevention

John is currently assigned to the Quality Assurance Division of TransCor America. Some of John's primary responsibilities are to conduct quality assurance audits at predefined time intervals. As part of the Quality Assurance Team John has a full understanding of TransCor's quality system. He is able to interpret standard policies and procedures as actually applied at our various Defined Service locations. As a result of these audits John periodically reviews and assesses quality systems to see if actual practices confirm to required standards

One important aspect of John's audit is playing a major role regarding the safe and legal operations of our commercial motor vehicles.

John came to TransCor from Willis Corporation of Tennessee where he served as Vice President and Senior Risk Control Consultant to the healthcare, trucking, hospitality, aviation, construction, entertainment and most importantly the corrections industries. John served in this position for over 20 years.

Additionally, John serves as a Member of the American Society of Safety Engineers and The Tennessee Trucking Association. Serving as a Risk Control Consultant for the 1996 Olympic Games for the Canoeing/Kayaking venues from July 1995 to July 1996 is a plus for John's experience.

Director of Operations

Keith Jaske joined TransCor in 2009 and currently serves as Director of Operations he is responsible for overseeing the daily operations for defined services in Nevada, California, Arizona, New Mexico and Mississippi. Keith also serves on the disciplinary review committee and promotional board. Prior to joining TransCor, Keith owned and operated a commercial/residential firm in Arizona for 20 years. Keith began working in the field corrections in 1997 at the Arizona Department of Corrections overseeing visitation and medical transport. Mr. Jaske reports to the Senior Director of Operations.

Accounting Manager

Amy Cutshaw joined TransCor America in February of 2009 as the Staff Accountant and was promoted to Accounting Manager in 2012. Amy graduated from Missouri Western State University with a BSBA degree in Accounting. In her current role as Accounting Manager, Ms. Cutshaw is responsible for the direct oversight and manager to the payroll coordinator, general ledger accounts, fixed assets, iEmployee, and assist in preparing financial statements, reports and executive summaries. Ms. Cutshaw's position reports to the Managing Director of Accounting & Budget Analysis.
